This is called sanitizing. It has been known in History even on extreme cases midwives would use concentrated alcohol to sanitize their hands before helping in child delivery or other clinical activities. The Writer could be ignorant of this fact. The guy could have touched something nasty, you know what people can touch in some of this parties.
